I like the idea and everything, but remember you're robbing bank. From one bag you can get up to 200k and there needs to be certain amount of risk and the current one is almost alright. Implementing this, bank robbery would be too easy.

He meant to give the example of the actual features of blackmarket protection not the time, you didnt noticed the line "5 seconds(or more)" I guess.

still stupid, wouldn't really make a difference. cops wouldn't be able to arrest you but still kill you, pop your tires and ar after that and more

A big yes for this. LEOS are always camping outside, it is so hard to get out or away from the bank with getting killed/arrested/robbed but the LEOs should have an special door that leads directly to it as well. It would be unfair for putting the door only for criminals.
