While shocked swat can /cuff too i guess, so logically they should not be allowed to /cuff /drag while they are shocked.

Logic doesn't count in LSRCR, and I don't think they can /cuff while shocked

The restriction on arresting while being cuffed was added because players are instantly arrested and have no chance of escape after the command is successfully executed. This is not the case for SWAT and therefore such a restriction is unnecessary.
