if a civilian is teaming with wanted, Army should be allowed him to shoot after /su because 5 seconds are enough to leave wanted if you aren't teaming with them and if you don't wanna die.

This is actually simple good idea, Civilias should be responsible of their own death if they die while teaming with criminals, Because they know they will be chased if they team up with criminals.

I fully agree with the problem that you're addressing, it IS a real problem that has been around for quite some time. However, the solution that you're suggesting is that we allow Army members to basically DM, which is against the Lsrcr server rules, and I doubt that the Seniors will 'allow' us to change our rules in this way.

I truly hope that we we can find a different solution to this problem, anyone got a suggestion?

As Faraon said I belive best way is to forbind both Law Enforcers and criminals to care civilians with them..
