Also 10 seconds won't be that annoying, and people will carefully /tune their vehicles if this gets implemented.

Example: You as a cop are chasing a criminal, his car hp's below 250, he can /tune and get it back to 300. Pfft, rulebreak. Secondly, it might also give him an opportunity to escape. The thing that would be avoided with this is /tune abuse. For the new players, if they are repeatedly doing it, you can talk to them, if they still continue doing it, you report them.
I am not 100 percent negative on this but the priority is like 1/10 imo.
