Players do not pay health fee upon death if they are drive-by deathmatched. If you're talking about fist-dm, it is not actual deathmatch and is not against the rules. I don't see why would we alter this.

If 50 dollars is that important to you, you really need to work more on playing. Besides the user would get penalized for DMing, so it's not like you're being unfairly and unjustly being robbed and nothing happens. The situation will (eventually) get handled.

We already patched a lot of DMs to not issue the medical fee.
If you find any actual death matching (fists excluded, refer to the community rules), please make a bug report.
