The Rhino has a lot of downsides, especially it's top speed and acceleration speed as both are low. Another limit is the /su command, you've to wait 5 seconds before you may open fire and this is a real pain in the ass: the suspect can easily run away in these 5 seconds and you can barely chase them because of the Rhino's speed.
But the highest limit are the rules, especially the civilians that are blocking your shot.
