A newbie that just made an account wouldn't know the rules. Lets say that player spawns as a cop, which is the default class that any player can use, and then someone reports him for abusing it. How would you expect him to know that he broke a rule if he just joined the server. As for Black Market, you need a certain amount of score, which by then you'd know at least some of the server rules.

In short, you need 0 score to spawn as a cop, whilst you need 1500 to enter black market, so new players that spawn as police will not know the rules

Its same as a newbie starts cop hunting and an experienced member abusing safe zone

It really isn't as the newbie wouldn't know he's rulebreaking while the experienced would

Nothing to add or remove it is good the way it is. Changes will create imbalance.

I don't think that's an issue unless they enter it while being chased. And they can't do that since server prevents them from doing so.

It's the same thing as going away from keyboard inside your vehicle and then locking the doors. We have a rule stating that camping inside the Black Market is allowed. You can also camp outside BM.

LEOs have safe zone, don't forget that. They basically cannot get damaged once they enter it.
