Well I'm not an army member, and not playing as a criminal mostly, but in my opinion, the /cuff command is close ranged, so If you see an army officer going straight cuffing , just run away from him. Or just kite (running away from him & shooting at him)
of course they will try to arrest you if you guys are 9vs3 but as I stated above, I think it's good the way it is now.

dude im saying about a solo cophunter and 9v3? brother i can even fuck 9 of them without any partner so? army is based on skills they should deal with it no matter what.

And and and what u said cuff range? doooood sometimes players got high ping and the cop , army or swat or any player mostly glitched and then after some secs a player with high ping will be /cuffed so? and between 4v1 fight no one will see radar that army is coming or not lmao and army is meant to kill us not arrest.

Ok First of all army is also one of LEO so they must have cuffs with them and because of they are highly recommended to kill they dont receive much cuffs, they only get to. As i have teamed with army much I know it well that in some point it's must to arrest the criminal. Specially when the annoying egypitans starts abusing. such as going into a shop and when you go in they come out and run around few secs and enter the shop again and aim a shotgun at the entrance. There is probably now way to stop them without cuff. And after it when a criminal is using drugs its pretty hard to kill them at that time searching them is the way. Also when a guy comes out of BM after the protection is done its a common seance to search them for the illegal items. I think you should understand that cuff is a mandatory thing for Army.
