Auto-freeze might help them stop this habit though.

You can't spam it like deagle. If you believe it should be changed then you can always create a suggestion though. I am personally not against disallowing it.

We have all c-bugged by mistake, it's a habit and sometimes you don't even think before doing it. It's not that it really matters at this point but you have to understand that often people don't intentionally c-bug, and that's why we are a bit hesitant.
