According to Reddit posts

You can get this outside of the US too, here is how:
On your amazon account change your location to a US address, then buy the game, since its digitial nothing will be sent to that address, you will get your code on your email.
Then switch your address back and youre done.
Ive done this many times, works like a charm.

I didn't try this, so I am not sure if this actually works ^^

You cant do that with a UK account, guess you have to create an account with amazon.com and then buy it.
