ENB Problem - Blur Issue

What I've tried to fix it:

- Changed ENB
- Turned off Bloom, Depth of Field, Motion Blur [Tried to change em all to 0]
- Tried removing effects file [had a backup just in case]
- Tried changing anti-alising

The problem i seem to be having is that when i turn on ENB i get all that blur, even shaking the screen makes it worse. Changed the .ini file seems to do nothing. idk im stuck. Looked up also online didnt really help much

If anyone can get me a solution to this and it fixed, i'll give you 2m.

Other information:
Graphic Card: GTX 970
