There is already a min score needed inorder to use /rp command

The requirement has been shifted from Detective to Major (250 arrest score) in the v9 update. So, it's unnecessary to increase it more now.

The minimum requirement has been changed already from Detective (25 arrest score+) to Major (250 arrest score+). In most cases where /rp command was abused it was players with 0-500 score.

I don't think it's smart nor fair to make it up to 10.000 minimum considering what stated above. Honestly it looks like since V9 release /rp related reports have significantly decreased, both in-game and on the forums.

Thanks for the suggestion though however things are fine for now. If it turns problematic we might look into it again.
