Describe the bug: Leos can't access terrorists roof checkpoint but wanted players can.

Steps to reproduce: Be a leo/wanted then try to access terrorists roof checkpoint

Why do you need to use Terrorists Roof Access Checkpoint? It doesn't take you to the interior world, use helicopter.

Other terrorists wanted members can abuse it, i chased one once and he was able to access it while being wanted but i couldnt.

For blackouts, everyone can enter garage and access roof, for now.
Apply the FC rule and report whoever abuses it. Same goes for lspd checkpoints and any checkpoints that give A player advantage over B player.

Players can now enter the checkpoint whether they are a member of the group or not. It was intended like that so I wouldn't exactly call it a bug, but since it gives a clear advantage we have changed it.
