When did the bug appear: Fishing in Illegal zones / Getting searched when having an Illegal fish.

Describe the bug: So I started to fish a lot this week and I found out few bugs about that job, first thing it's the fishing zones there total of 4 fishing zones 2 of them are bugged (Ocean Docks + Santa Maria Beach) I tried a lot of times to fish there and %100 you won't get 1 Illegal fish. The others 2 places you can get 25 illegal fish in a row. (Flint County + Blueberry) The next thing is if you getting searched and you have Illegal fish its won't get you wanted level.
