The jail evasion system will take care of this. You can file a separate report if the issue is persistent whereby the player has been repeatedly leaving while being chased or cuff. Make sure to also gather evidence of the player returning to the game shortly after. It is only reportable if the player returns within 30 mins - any time after that voids the case.
