First, you should check if it hasn't been suggested for before... This was suggested and denied:

Now, I will copy/paste my message I posted there:
While I personally don't scam, this IS a CnR server. Scamming is a criminal activity. As long as they follow the 300k limit and don't scam things that cost real money like Donation Points and Jail cards, they should be allowed to scam. People scam all the time in real life. Pyramid schemes (aka Multi-Level Marketing), Ponzie schemes, embezzlement, and so on. Really, comes down to simply being smart enough and wary enough to NOT fall for a scam. You need to be careful about who you trust, where you trade, and so on. I like that it adds that feeling of criminality to the server. You never know who to trust, who is good, who is bad. In a real criminal world, your best friend could be the one to put a bullet in your head. Here is no different. Just how I feel.
This will be denied just like the other. You have to know who to trust, and who NOT to trust. That burden lies on you, not staff. I don't agree with the idea of donation items being scammable, but it's allowed and that's just how it is. If you truly do not want scammed, used /roll with people you trust, or tagged member who are not allowed to scam.
