Disable creation of new accounts from cafes

Importance of suggestion: 10/10
Why should it be accepted: Well, we see almost every day people complain about cafes and how they should be range banned which IMO doesn't make much sense because player base will drop to literally 10. So an easier solution would be disabling the creation of new accounts from cafes, that way there would be no more cousins or brothers wanting to join the server all of sudden after someone gets banned and people learn how to be more careful with what they do.

He's talking about new accounts that we know they're not newbies, Most of them are trying to evade from the ban, That's why i supported this idea..
