Rekoneko's vote has been changed by me right after adding the new rule.

Edit: Rekoneko will receive an official forum warning for breaking the new added rule in Pando's on going application, and his vote will not be counted as well.
As for Madany, I see no rule is broken here as he mentioned his activity as a whole in the server.
