When did the bug appear: when riot mode was added probably
Describe the bug: swats can use bomb in jefferson motel riot mode
Frequency: always
Severity: minor
Steps to reproduce: turn on riot mode, be swat, use bomb

This has now been fixed and should be on the server in an upcoming update. Thanks!
