Mockery has already answered your 'report' in-game. This is a place where cophunts always happen, and it looks like you were also shooting criminals right after spawning. If spawn protection worked like you said (you shouldn't take damage), and you were able to shoot and kill criminals, I would see it as abuse from your end.

Also, this isn't your primary spawn point. You can spawn at LSPD in a safe zone where you can't be killed. If you think the spawn protection feature is bugged, please file a report in the bug reports section.
