Anything else: They used their movement cheats / illegal modifications to stand up before animation meant to do it normal GTA way.

Hello, that's just normal san andreas sync issue. I can assure you no cheats were used.

This isn't a result of cheats/mods , it simply takes about 1 second to get up after having fallen/being knocked over. Sometimes the whole animation is not played due to desync issues (or another animation cancelling it).
