SWAT M4 Bug

Where does the bug appear: Server
When did the bug appear: Not sure, but given this has been accused for a few weeks, could have been active for some time.
Describe the bug: The M4 does not deal damage to Pagati (possibly hitman too) when a SWAT member uses it and has a hit. All other weapons function as intended.
Frequency: Always
Severity: Blocker
Steps to reproduce: Spawn as SWAT, have a hit, and use the M4 to attempt to harm Pagati (possibly hitmen)
