I wanna suggest this: Medics cannot be killed or attacked by criminals. -The reason is,medics aren't LEO's so they cannot arrest or cuff criminals which means they are not hostile.But criminals can kill medics and that is unreasonable.

Civilians aren't LEO either, you can simply use command /healme and I doubt that someone will attack random medic, the only thing they can do is to 'dm'' you with their fist and you can escape that easily.
