For the army and swat, they can get the bulletproof cars of their spawn point and the criminals can buy it in a car shop
for 1 000 000 dollars. And only players with 1000 score can buy the bulletproof cars.

I don't find it bad but this means once your in .. you're safe .. means you can rob the whole server and no one can kill or arrest you .. perhaps more car hp would be better if that what you mean

This would give an unfair advantage to those who are able to use the bulletproof vehicles. This will not be implemented.
