Suggestion: Being able to shock criminals which you are involved with.
Reason: Why not.

I don't know but, at some point it is great and at some point it's a disadvantage.

Great:
We do only /shock our enemies such as "Army/Swat/Cops" and the one who /rape/rob 'ed us is equally our enemy.
So why not.

BUT

Disadvantage:

People will use it in duels fights and somehow taking hits..
Which will probably destroy the fun.
