Suggestion: Add new Rule ( 1- Do not Vote on Application That Didn't Get Tested,After he get tested you can vote.
Reason: I think it will be more good and better for not changing the vote from negative to positive just use 1 vote.

Neutral .. you're right but voting edits can still be done if the applicant changed his attitude during the voting period and before the commander's decision (rare) .. positives given before the test are due to the player's attitude and skills (mainly attitude) .. I don't think positives are given before the test unless the applicant is skilled/trusted/friendly

there can be exception like if I voted positive for someone because he is skilled but he fails to do good in the test.

So, No need to fast vote i will not get hurted if i waited 1day more until he get tested and then vote ? i am right ?

Answer:
Most members make vote based on applicants as personal knowledge (attitude, skills and so on) or his application reason. That means test affect only 50% members vote. We do allow to edit vote. There is many reasons why you can edit vote.
For ex.:
My vote was positive since I do know this applicant personally, we played together ,but after he made average test I changed my vote to neutral as I believe he need to practice more on certain skills.

This will be not added. Please improve this suggestion.
