Suggestion: Add new Rule ( 1- Do not Vote on Application That Didn't Get Tested,After he get tested you can vote.
Reason: I think it will be more good and better for not changing the vote from negative to positive just use 1 vote.

Neutral .. you're right but voting edits can still be done if the applicant changed his attitude during the voting period and before the commander's decision (rare) .. positives given before the test are due to the player's attitude and skills (mainly attitude) .. I don't think positives are given before the test unless the applicant is skilled/trusted/friendly

We know if some people deserve pos/neg-itive vote before the test, so we don't need to wait for their tests.

some members just when they see an application off applicant go to vote on time maybe he will not pass th test ? So why i vote and i am not sure about that ?

So, No need to fast vote i will not get hurted if i waited 1day more until he get tested and then vote ? i am right ?
