Additional information: It's his 2nd time. Also look at this viewtopic.php?f=334&t=53689 he voted a +1 on the suggestion before he even gets accepted because "It happens to him" and yet he still does it.

And you couldn't have just pm'ed him about this, telling him not to do it since it's against the rules, for god sake, most of the problems get fixed while talking, at least try to fix the problem yourself first and if you can't then you should report, yes he broke a rule but if you'd just pm'ed him I guarantee he'd apologize and probably never repeat it again.

As far as i remember, T_Rex probably quoted him saying its not allowed but someone deleted it, yet he did it again, so i decided to report.

This is more of an unwritten rule, something that's not completely forbidden but it's not nice to do.

"Never asked for team" vote isn't really acceptable since you're the army member who's supposed to ask and help applicants by teaming with them, then upon that give a fair vote.

But like Demon said, why didn't you just PM him and save our time?
