You do not need to use /su when you are attacked by highly wanted suspects,most wanted suspects or medium wanted suspects who are teaming with highly wanted suspects or most wanted suspects

Does this count when people are not shooting at you, BUT they're trying to get on top of the tank? (So they can shoot you after)

If no one shoots (from the team) you have to /su.
If someone tries to get on your rhino (while teaming with other suspects), and someone from his team shoots you, you have permission to engage without /su.

Best way to avoid that situation (suspects getting on your rhino) is to drive in reverse and switching sides.
