Importance of suggestion: 10/10 Why should it be accepted: I seen a lot of repots for /tune abuse and I want to stop this. The /tune command should only be available for mechanics. Please add this so people won't abuse it (criminals/cops)

1) You did not clarify that in your suggestion
2) If a hacker rams you even if you are wanted.
3) It is not hard to get proof of someone /tune abusing.

Everyone should be able to tune his vehicle whenever he wants, except to avoid it from being damaged.

Let's change the suggestion:
When you /tune you will be frozen, thus you and you vehicle will be invulnerable to everything. Just disable the freezing!
