Why should it be accepted: It is annoying when you carjack someone and i thought why not to add a rule to it? However, allow it for LEOs and Hitmans to ninja jack as long as they might be wanted/have hit.
I'd suggest a warning for this. Then after 2 warnings a 3 days ban.

However they can get a car as there are a lot free cars. Plus we can notify the newbies that its not allowed.

Not if you are in a bike though.
However, good solution if you are in a car.
