Suggestion headline: Add a new rule: Carjacking someone while he is driving is forbidden. However, the following classes are fully allowed to do it (Police, Army, Swat, Medic, Hitman, Pagati)

Why should it be accepted: It is annoying when you carjack someone and i thought why not to add a rule to it? However, allow it for LEOs and Hitmans to ninja jack as long as they might be wanted/have hit.
I'd suggest a warning for this. Then after 2 warnings a 3 days ban.

You are right indeed.
However they can get a car as there are a lot free cars. Plus we can notify the newbies that its not allowed.

Lets not forbid it but give them wanted levels when they jack/steal someones vehicle.

Plus, if someone keeps carjacking you rapidly, it's bitching and reportable.

i think if someone does it, he should get a perma ban. no warnings.
also i think that black skins should spawn in jail when a player logs in

It is hard to script, but if it is possible, sure.

Would rather give them a wanted level for stealing it but you can always /lock
