Why should it be accepted:
Any game, especially one that's 10 years old can easily get boring and repetitive over time. LSRCR has a lot of activities to do, but it's after all static, it doesn't sustain itself.
Now, we all love being in events, it's fun. It's never the same, it's got cars crashing, DMing each other with miniguns, and racing to Mt. Chilliad with Bullets. Events are always enjoyed in the server. Problem is, these events come in scarcity, since the staff team has too many other duties to look after. Banning hackers, solving disputes, and other such tasks must be carried out, and events fall towards the end of the priorities there unfortunately.
If we add a system wherein players apply to become Event Managers, I feel we would be able to keep the server fresh with ideas. Now obviously, these applications will be on the forums, accepted/denied by the staff team. The Event Managers would be able to organize events in game, and they would have the same power as an admin in the event world, barring the ban or server kick command. Whether to give EM's the power to kick a player out of an event can be discussed.
By letting a separate team handle the Events, there is more fun stuff to do in LSRCR, the staff team doesn't get annoyed with "event plz" all the time, they can focus on their own game and work, and the work gets divided.
Before you rant about how this is unfair, the Army and the SWAT follow a similar system. And having experienced both, I feel such a system allows the leaders to work more on the faction, and lets the team organize events for itself. It brings about fun events, such as the Army Patriot racing or the SWAT bomb search. Having another group solely responsible for organizing events on LSRCR would in my opinion be a win-win situation for everyone.

I explicitly mentioned that the Event Managers are responsible for organizing events and only control the EVENT WORLD. Those who wish to play CnR and TDM can just choose to ignore the event.

In free roam servers, you type a command to teleport in another virtual world (for racing, DM, minigunning, anything that you can make), could you tell me the difference?

It is a great idea to split the community in the server (which is already low) in TDM, CnR, events.

There is no difference. We're not arguing upon the existence of events, but rather who should be in charge for these. I believe your opinion would suit better on a different topic.

Having daily 3-4 events sounds like a free roam server, liked it or not. But it is not like I care, since I stopped playing this server for already 2 months and as for that reason, I won't vote.

It is a great idea to split the community in the server (which is already low) in TDM, CnR, events.

Players can't join if they're wanted so there's no abusing it.

Free roam is also decent but the main world is reserved for cops and robbers and sometimes the Jefferson Riot.

Lsrcr has a diverse range of things to do but it's completely different to a TDM server although players are set in "Teams" when they spawn such as the Civilian team, LEO teams etc. and it's been like that since the server started.

As long as criminals can easily kill cops (1v1), this is not a CnR server. When I was playing, I could easily take 2 cops with my mountain bike.

If you want to split the community (that currently has 60 members online), you are destroying the server itself. You need to have a larger player base (active one) to have different things in the server.

ps. I never mentioned anything related to abuse, why bringing that here?
