Suggestion headline: Add a block if a cop tries to /ar suspect cuffed by S.W.A.T. team, and same for S.W.A.T. if they try to drag suspect cuffed by cops.

Why should it be accepted: LEOs know how much work it takes to subdue a suspect, especially after a long race, numerous cuff breaks, and escapes, and after all that work, a cop/or other team member comes, and casually after you've typed all commands, before doing the last one (ar, drag) steals your suspect. I don't find it that bad, but it can sometimes be very frustrating. So I'm suggesting if developers could make it somehow for the person who cuffed, or tazed, to be the only one who can drag/ar. For instance, I taze, cuff, and a cop tries to arrest while im typing my next command, when he does the /ar command, a message pops up saying "suspect has been cuffed by a S.W.A.T. member, you are unable to arrest." Please comment this, state your further suggestions.

This will make it hard to let cops arrest the double cuffed suspects while one is already dragged, I arrested plenty of suspects on S.W.A.T. member's requests. Or, I taze and cuff from the roof and the S.W.A.T. member drags the suspect when close to PD (cuz 30 sec cuffs).

That's the worst part for me, I drag enter my car, and a guy just jacks my ride, and ejects, and does /ar.
