Why should it be accepted: Instead of flood the chat with "hey you, allowpm" "pmon for a sec" "allowpm plz"
We can use /c or /ca (id), since /call command already added and not useful. after using it, the player u called will receive a message saying
"(caller name) has called you, /allowpm (id) to respond.
Also, we will have to make a 3-5 mins cooldown before use it on the same id again, to avoid spammers & abusers.
(P.S: U can use the command only on players disabled the PMs).

then what's the point of blocking pms, You block pms when you are busy and don't wanna receive pms or you are not in a situation to respond to.

This can be improved by, when someone tries to /pm someone for first time, the receiptant gets notified (with grey msg barely can be seen) with player sound. like 'this person tried to pm you, /allowpm to accept pms from him'.

Just like when you use /putnitro [id] and the ID player gets notified about Offered you to install nitros, /request mechanic to accept.
