Bad culture

I want to keep this topic as civilized as possible.
Imagine for a moment that you were apart of a culture, and in this culture was the oppressive belief that wanting good things was frowned upon. Your not supposed to want a safe neighborhood, safe schools, a good job, to want to vote, or improve society whatsoever.
If you do want these things, your peers will frown upon you. You are labled an "uncle tom" for going to school and getting your education so that you can be successfull. People will ridicule you for using proper grammar, and dressing like you have respect for yourself.
Meanwhile, this same society puts those who do the opposite on a pedestal.
The positive things become, drug dealing, drug using, carrying a firearm illegaly, joining gangs, blaming white people for your problems, sagging your pants and wearing shitty bagged up clothing, robbing people, being a general plague upon society, and listening to or making rap music about the things I just mentioned.
You might be thinking, wait a minute Lacky, that's racist.
That's their defence against outsiders who criticize their culture for these things.
Assume your white.
Imagine this scenario, you press a button to call an elevator, the doors open, inside the elevator is a snake.
You don't know if it will bite you, but your common sense tells you it could, so you decide not to get in the elevator.
That doesn't make you racist against the snake.
Now imagine the same scenario, but this time when the doors open you see 3 guys listening to rap music, smoking in the elevator, and wearing baggy clothing while sagging their pants to their knees. They probably won't attack you, but common sense says they might.
You decide not to get in the elevator and it makes you a racist.
Other people of different cultures are afraid to say anything because they get labled a racist, and in many cases even get physicaly attacked. And people within the culture who actually want positive change and to contribute to society are afraid of being labled a snitch or an uncle tom. It's gotten to the point where many white people don't understand the difference between a "nigga" and a black man.
This just feeds the cycle that started the problem in the first place.
A nigga is some one who believes nothing they can do can change society for the better and refuses to contribute to it.
And he doesn't have to be black, he can be of any race, but for some reason, this seems to be a larger issue with black Americans.
They choose to remain chained to this belief like a slave, while a free black man seeks to change the society he is apart of for the better.
In the united states, blacks account for 13 percent of the population, and yet are responsible for over 50 percent of the murders in this country. Cities like detriot, chicago, and baltimore have become warzones. The number of black-on-black shootings in the US DWARFS the number of police-on-black shootings. Yet, when a single fatal police shooting occurs, the entire culture goes insane blaming violence on the white man, regardless of if the suspect were armed or not. They protest that black lives matter, as long as its white on black shootings that is. Blacks killed by blacks don't seem to matter. Either way, the white man gets blamed for all of the problems.
I think that regular law abiding, tax paying, productive citizens in black communities in this country are afraid to speak out against the violent culture that oppresses them. Those that are usually decide to join them cause they can't beat them. If it's not that, perhaps they are unaware of the REAL problem?
The white man as a result could not possibly solve a problem like this.
The question posed in this thread is, how do you solve the problem of violence and negativity within a culture?
