If you watch gaming benchmarks of both the card, GTX 1060 has average +10 FPS in every game. It depends if it is worth the extra money or not, buying a 1050Ti won't be future proof since this card can only play current games on medium settings (some on high/ultra). Are you buying the card for a long term? If yes, then go for the 1060 (I would say wait a little and get 1070), if no, then 1050ti should be able to run all games in medium stations (1080p) for 1-2 years max.
As for the manufacturer, I would give maximum priority to MSI after it would be ASUS, MSI has the best cooling available with its dual fans.
