Nope. What really happened is that Dollarman was AFK in the first place and you entered his own vehicle to kidnap him, which is a rule violation.

No action will be taken against Dollarman as clearly no rule was broken from his side, however, an official warning will be added to your account for kidnapping an AFK player.

Thanks for the report, though.
