Check if your sister's phone has auto-sync turned on, whether it be the normal phone sync or gmail sync. Either of these could be causing your lag. Also, maybe she has applications working in the background, and that can also be the cause so check that out

I asked around... found the solution.

5 dollar ethernet cord!

Plug it into router, plug it into your computer, no issue. Uses a different and more direct port. Even if the wifi drops, you're wired in direct and solid. Requires a total internet outage to fail. Problem fixed.

I already have LAN cable as I stated it is main PC not Laptop connected to WiFi...

I don’t think this problem is that serious so I buy something like that, with other words, what causes my high ping as I stated above is my sister’s Samsung Galaxy S9. For some unknown reasons, it interferes with my net speed, not just in PC but in overall... the internet WiFi becomes slower too. I need to find a way to stop it from interfering with my net speed, for instance stop data sync media or whatever it is called from the cellphone, for ex.

You're not going to be able to. At least not without convincing your sister to let you mess with her phone and I don't think anyone could do that.
