this update is need asap. Server in-game activity dying with 30 cops and 10 civilians. how am I supposed to play as Leo when there are 10 cops chasing 1 single suspect? just make things balanced, add a skin limit for both sides, and balance the gameplay for criminals and Leos.

same if there are no leos and lots of crims, cop paychecks double, arrests give double score, etc

I'm not going to be bothered to read the whole thread, I've read the main suggestion and this is what my vote is based on.
You can't decide what someone should play as, maybe they don't like playing as a criminal (I sure don't) and prefer playing as a cop. By forcing players to play as a civilian, you're robbing them of what they enjoy about the server. If they can't play how they want to play, what are they going to do? Leave and find a server that will let them play as a cop whenever they want. So this suggestion could (note I said COULD, not WILL) potentially kill the playerbase even further.
Also, this suggestion sounds better fitted for a TDM server, which we aren't.
I will never support a suggestion like this and I truly hope this doesn't get accepted. We do not, and should not, force anyone to play a class they do not like playing. If you're a solo criminal and get taken down by a few cops that were teaming, well, what did you expect? It's not a 1v1 gamemode, cops are supposed to work as a team, even if it means 5 of them against 1 criminal.
The server is not unbalanced, players are just power-hungry and want to dominate the other team. (hmmm, sounds kind of TDM doesn't it...)

Jokes aside the balancing requests and all have gone around for a while now, but there's one thing that I believe you are misinterpreting Abstract. The way Moose suggested it, there's no "forcing" - it's just an incentive. These are random numbers just for an example:
- There's 30 players in the server. 25 are LEO; 5 non-LEO (remember that there's taxi, trucker, etc as well as civilian). If I join as the 26th LEO I would receive normal score; if I join as the 6th LEO I would receive double score.
In that way, you're not forcing anyone's hand, but allow things to "naturally balance" based on players' interests.

This is a more suitable solution than what we had earlier. It doesn't force people to spawn in certain classes.
