I do agree that engaging on pagatis/hitmans before they do is fair imo, because I've been in many situations where I had a hit and they stood near me waiting for the perfect moment to 4 shot sawn-off me and get the kill.
As opposed to someone else getting the kill? You're dead anyways, so who cares if we get the final shot. Still, I can understand that too, but not the hunting us shit.

I don't think that we should wait for pagati members to shoot us in order to shoot them back. If this was to be implemented, I would like the no cophunt rule to be back too (where a suspect has to wait for a cop to shoot at him first, only then can he shoot at the cop, else it will be considered a rulebreak). However, that doesn't mean that people will travel accross the whole map just to kill a pagati member who wasn't near him. If a pagati member is traveling near you while you have a hit, it's very understandable that you open fire at that pg member before he even shoots you, because as Veen said, they can just be at a distance and wait for you to be in a bad situation and claim the hit.
I think it will not be a bad idea to implement a separate class which solely has the purpose of that drug supply.

As far as cop hunting, I'm all for it being disallowed. Not in that way however. A criminal should be allowed to shoot if they choose so, and only when a criminal shoots should a cop open fire. What should be seen as cophunting though is when a bunch (3+ players) are all riding in/on a car clearly shooting up cops for fun. I don't think a criminal popping off a few shots while escaping is a bad idea, a criminal in real life would do just that. A cop however would never open fire until a criminal did.

With Pagati though, we don't need a whole new fucking class to ruin our gameplay. It's childish to think this is a good idea. Ackman, Veen, and yourself, you're all being childish about this. The best solution is to make a rule stating "Cannot shoot at Pagati unless a viable threat is present" or something. And yes, that includes if a pagati is standing near by waiting to shoot you. Not driving past casually, or you happen to go to them. Only if they are CLEARLY trying/going to try to claim the hit.

So, let me make these for you so you know what SHOULD be done...

Cophunt: Players shall not intentionally get wanted to hunt police/hunt police while wanted. Criminals may shoot at pursuing officers as a means of getting away however as long as they are not seeking to kill cops just for fun.

Pagati: Players will not interfere with Pagati business or intentionally hunt down or harm Pagati members UNLESS: The player has a hit, and they reasonably suspect a nearby Pagati member is going to attempt to claim the hit.

It's fine the way it is now and there are already rules to prevent all of this (2.1.2.1, 2.1.19).
Just because you're pagati doesn't mean you get special treatment. You're hitman just like everybody else.

Faraon, maybe you should read the original post... Ackman isn't Pagati but he's trying to give us special treatment we don't want.

Shooting PG members who are passing near you while you have a hit is justified. You can never know one's intention, and you can't just assume that he's not there to kill you. We should not consider shooting PG members who are even passing near you while you have a hit as "hitmen hunt". It should only be considered hitmen hunt if someone comes to you, while you were not near to him, and you did no harm to him, and he just starts shooting at you. So yes, if you agree upon the fact that shooting PG members who are only passing near you whilst you have a hit, is not hitmen hunt, then this suggestion is not needed. We can just add a rule against "hitmen hunting". However, if it was explicitly mentioned ingame that pagati is doing some roleplay activity (not drug supply), then no one should open fire at PG members, even if he has a hit and a PG member is near him.

Did... did you actually just agree with me on something? Lemme add it to the next newspaper!

Sarcastic joking aside, you're pretty much on point here. I don't like it when people start opening fire on me when I drive past, but I do understand it. I can get WHY that would be a reaction. And yeah, the big problem lately has been users come to the base and sniping people, or flying in helicopters to 4-shot the elevator, or chasing us around the map like we're the one's with a fucking price on our head. If I'm RPing, or airdropping, or even just minding my own fucking business, few things are more annoying than a cafe kid running up, four shoting me, then stealing whatever cash I have on me. We need a rule(s) on what is and isn't allowed when it comes to fair play. Remember, you're supposed to kill hitmen in "self defense" and chasing a hitman down with an nrg and shooting their car to pieces so you can rob them is very much not self defense.

+1, Beaten and Veen nailed it well
The faction should be treated like ordinary hitman's as long as they decides to stray from its original idea and decides to chill in the street without role-playing.

He should be targeted as long as he's not role-playing, no matter if he's really just walking around in the street Or killing ppl who got hits.
Like in other factions, this faction made for a reason and not for chill, for example I can't play as a SWAT without dragging suspects or chilling in the street and asking criminals not to kill me Why am I in the faction then ? So I simply can't chilling in the faction, and if I want to, I have to change the skin to a wanted or cop or anything else away from the factions, it must be treated like the current factions, as this is not a group to chill in.

That is the exact opposite of what Beaten said... and the exact opposite of the group. Our "original idea" is literally chilling and roleplaying. That's it, we're literally a chilling and roleplaying group. The whole 'hitman' thing was ORIGINALLY so we could roleplay killing each other because ya know, mafia. At some point, the 'hitman' thing became more popular than the roleplay thing. And now with air drops and far more active roleplay, the hitman thing is going down significantly. Yes, occasionally I take hits because of various reasons, but mostly I am roleplaying or delivering drugs, When I, and others, are roleplaying, chilling, or air dropping, there is no point for users to drive out of their way to come kill us without provocation and then rob us. As SWAT, you can expect a red criminal to come kill you (much as it sucks, but cophunting is sadly a thing) but how would you feel if you were white, hanging out with a friend, and some red user came up and melee killed you then robbed you for no reason, and when you ask why his reason is "you arrested me a week ago as SWAT"? That's what we're facing. We can be doing roleplay, or air drops, or literally nothing, and users run up and gun us down for no reason outside of "i has hit". Yes, we are the hitman class technically speaking, but realistically Pagati is it's own class, just as SWAT is it's own class. Overall, no one should be hunting anyone at all, like criminals shouldn't hunt cops, people with hits shouldnt hunt hitmen, and so on, because that would make this a TDM server, not CNR. You, like many others, fail to remember that the first R in Ls-rcr is ROLEPLAY and the CR is Cops and Robbers. This isn't Los Santos - Team Death Match, it's Los Santos - Roleplay, Cops and Robbers.

Note: I'd like to point out that by "chilling" in Pagati, I mean light roleplay. We're still expected to use /w and /b correctly, as well as /me and /do. Even if we're just 'chilling' and hanging out, some level of RP is expected. These are private RPs with whoever is around, and often moves quite a bit. The large RPs we announce are either big scenes we have planned out before hand, or off the cuff scenes where we want others to participate too. Even air dropping we're supposed to RP if we're with other users.
