Importance of suggestion: 10/10 Pagati needs to be updated, for the faction and to assist the server as a whole.
Why should it be accepted: As explained in Artifact's suggestion by Abstract, Pagati is an official faction that, while lead by players, is overseen by a team of Senior Staff and owned by the server. Several people have made the argument we shouldn't get special commands or vehicles like SWAT and Army has, but we are a faction like them. Just how SWAT has commands and Army has vehicles normal police do not have access to, we need commands and such that regular groups and hitmen do not have access to. I've spent several weeks thinking these out, balancing them, and making them as overall fair to other users as possible, while also making it something Pagati can use to set ourselves apart from groups.
EMP Generator
This would use the command /EMP (id) and would disable the targets vehicle for 10 seconds and force them to use /engine to restart it. This would be SOLELY for when people with active hits are using a vehicle to escape us for longer than ten second. Now, this kind of like a small version of /swbomb and yes, the idea behind this would be that we stole their technology and made it more focused. It would only be available to Soldier+ and because this is stolen SWAT technology, Pagati has no objection to giving this exact same command to SWAT. IF you're going to code it for us, you might as well give it to them as well. Fair is fair.
Stinger Escape Trap
Available to Associate plus, the command /stringer (or /st) would drop a spike strip behind our car (cars only, not motorcycles or aircraft) that would last for 10 seconds and pop the tires of anyone chasing us. We could use this only on people with hits who will not let us do our other business, or to escape from any LEO who may be chasing us when we are wanted. Any other usage of this command would be heavily punished.
Radar Jammer
I took inspiration from Artifact's idea and made it a bit more balanced for the server. The idea here is members soldier+ could use /jamradar to have no minimap marker for thirty seconds and would appear with a white name regardless of wanted level. The balancing caveat to this is not only is that a very short time, but it would have a ten minute cooldown. We basically get one shot to claim a hit, or one shot to escape the police. If we fail, we're fucked. Police and players with hits WOULD still be able to damage us when we are hidden also, so they're not defenseless.

Pagati is a criminal organization, we don't go to jail, we buy the cops. Currently, the /bribe command only removes 1 wanted level, and has a chance to send the cop accepting it to jail. This new command would be /pgbribe (id) and it would be $100 PER LEVEL. It would remove all levels at once, meaning 100 levels would be a hefty $10000, more than 3 times the amount of going to blueberry and having an UB+ do it for $3000. This would also be a benefit to the police, as not only would they not risk going to jail, but they would get a single point of arrest score because they "successfully took down a criminal" on paper. That's right, we walk free, and you get score plus you could make some serious money. Of course nothing says a LEO has to accept the bribe either. You could still decide you don't want our blood money and not take a bribe. Taking the bribe would be /pgaccept for the LEO.
Hit Removals
Let's face it, hits can be a nightmare from all sides. I get multiple requests a day to claim someone's hit. We also have some people who get hit in order to hunt us, and the always wonderful players who get 3 people together and place clearly invalid hits to deathmatch hitmen. It's happened multiple times, and Pagati's main goal isn't to claim hits, it's to be the best criminals and balance out the server. So, for $5000, UB+ could remove anyone's hit at any time as long as we have the cash on hand. We could sell this service to people who want their hit gone, we could remove hits from players giving us a hard time, and we could stop invalid hits meaning less reports and work for staff. We're giving up a paycheck, score, and PAYING for this, but end of the day this would be beneficial to us and the server. You can have your hit removed, we can remove hits on people hunting us, and we could delete invalid hits without having to involve staff and make their jobs harder.
We're your pill provider
Pagati controls the drugs. Short, simple, to the point. All group drug racks are filled by Pagati. The only other way to get them is the black market, VIP perks, or Regular Players Club. As Pagati controls the drugs, why should we not be able to do it on a smaller scale as well? The drug dealer class isn't very popular, but Pagati usually has someone around. So the idea here is all members could use /givedrugs and /selldrugs to criminal players. Little more cash for us, a small bit of extra drugs in the server, and a bit more happiness for everyone. Added: Could add weapons dealer too, so we can claim hits, sell drugs, and sell weapons all at once.
CLOSING
Like I said, I've done alot of thinking on these. These are SMALL things, easy to code, that could be added to Pagati very easily, and would benefit not only us, but the server as a whole. As we work more towards the idea of being the criminal faction, the counterpart of SWAT and Army, these few simple but helpful commands and features would be enough to finally separate us from the groups and make us the official faction people want to join. It creates the incentive to join, and gives us the ability to better stand on our own against the police, SWAT, and Army to help balance the forces at work on the server. Most of these are either bare bones, restricted to higher ranks, or highly tactical and require thought and planning to use effectively. We're an official faction, and we should be treated as such and given something to help us stand apart. SWAT has swatclimb, the swatbomb, and the roadblocks. Army has a hydra, rhino, rockets, grenades, and so on. It's time Pagati got on their level where we should be.

About removing hit contracts on players: I don't think it would be beneficial, as most people would likely abuse it. If there is an invalid hit, it should be reportable, and players can report it to staff members who will handle the issue. which you can call any member to hop ig and help you out or whoever are in skin still can request from PAGATI members

Regarding the Bribe command: This command is available to everyone, and while users might want to lose their wanted status without any conflict with cops, armies, or SWAT, I don’t think it should be restricted only to Pagati. Since there is a system in place that can remove wanted status for members, it might not be suitable for non-members as well.

On the Impossible Shank's command /shank: This command shows if a player is about to have a hit contract placed on them. I believe this does not provide fair chances for players.

About the Radar Jammer and the /jamradar command: As suggested by Artifacts, I question why we would need something like this when we already have members who can take down someone with a hit contract without it. It doesn’t seem beneficial.

Regarding the Stinger Escape Trap's /stinger command: This could allow players to escape and return to the Pagati base to remove their wanted status, which feels similar to what SWAT already does.

On the EMP Generator's /EMP command: This command can be used against hit contracts to stop them for 10 seconds, but it seems likely that members might abuse this. To reiterate our main point, SWAT can freeze suspects, giving them a chance to attempt to break free from cuffs.



To clarify, the Army and SWAT have different roles and responsibilities. For example, if multiple suspects are threatening the Army and they open fire, the Army might respond with heavy artillery or vehicles, while SWAT's role is to safely apprehend suspects and deliver them to jail.

If there are several suspects, SWAT can use specialized equipment, like a flashbang, to temporarily incapacitate the suspects. This allows SWAT members to cuff them while others provide support. It’s important to note that SWAT members are trained to handle these situations without letting suspects escape during the countdown to regain their composure. Additionally, police can assist the Army or SWAT as needed.


From my side, members should have the ability to get rid of their wanted status without belonging to any specific faction or group. After a calm hits a contract, they should be able to go back to base and request a removal of their wanted level, ensuring there's no chase from cops, SWAT, or the army. I believe a new rule should be implemented for this.

We shouldn't be requesting new rules, too much work for staff. And while we do pay for wanted level removal, it's only UB+ who can do it, and it must be from Blueberry. So no, it's not open to everyone, leaving your idea useful, but accomplishable.

I'd be okay reworking the bribe command for all users. But that might be harder on the devs, and would remove a source of income from police.

That's the point... we are a faction like SWAT and Army, but have nothing like they do. It's unfair and unbalanced the other two factions get things to assist their jobs, and we do not.

I don't have an opinion regarding most of the ideas, but I must say calling "the impossible shank" a balanced idea, is quite impossible indeed.

Pagati is a criminal organisation, all criminals already have access to blackmarket items which were introduced to maintain balance between LEOs and criminals. When I say LEOs, I included everyone, SWAT, Army and Police.

SWAT has many benefits (swat bomb, swclimb, /swvm, /rb).
Army has many benefits (shock immunity, military vehicles, tank as well as hunters/hydras, nades)

Criminals can hunt LEOs at any given time, but is that the case with a person having a hit contract and a pagati member? Pagati can choose to not spawn as a hitman and still make drug deliveries, staying out of the harm's way. But can a SWAT/Army member do such a thing? Can we say that we only want to drag/kill suspect (x) and do not want anyone else to intervene?

If anyone of these two factions come at you when they have outnumbered you, you will obviously die. If you are outnumbered, chances are that you will die regardless of the class of the one that is chasing you.

But these two factions (SWAT and Army), do not have one major thing that all criminals have. A chance to rob stores and make actual money. The pay for Army and SWAT, both is extremely low when compared to the pay of what a criminal can possibly achieve. Pagati, being a criminal organisation, inherits all the benefits from the underlying criminal class, and adds additional pay that has 0 risk and good reward (drug deliveries). Additionally, all the members belonging to Pagati, get free weapons and good vehicles.

The question is what sets Pagati and other (un)official groups apart? The ability to make drug deliveries for now, it has 0 risk and you can make money without ever getting wanted or ever getting killed by anyone having a hit. Also as a Pagati leader, you don't have to pay for the base or any of the amenities, same is not the case with other (un)official groups. The ability to bribe your comrades and other criminals is also one of the key feature.

If you're really looking for a buff then maybe you could ask for bullet-resistant tires, meaning they won't pop easily. Instead of one bullet, you would need to shoot at them 3-4 times to pop, and armoured cars maybe.

This is a weird statement, if someone has a hit and is shooting you, then he is well within his rights to kill you regardless of the fact that you shot him first or not. So to say that "people with hits who will not let us do our other business" is simply not true, because if you are a hitman, it is your business to kill people having hits.

Honestly, I agree. I based it off an old skill from another server, and it is overpowered, but it really requires very specific circumstances to work. I added it because it was in the list, and if anything can't be added, I'd agree it would be this.

The main reason this was introduced was because players were maliciously abusing hits to bitch Pagati during airdrops and roleplay. Were we able to simply remove the hits from these problem users, we wouldn't need to have this any more, and could return to being fully hitmen.

We do not make nearly as much money as you might think. We get a very small bonus on hits like swat/army gets. An airdrop only gets us $5000, but costs $1500 to call in, netting a profit of only $3500. It's also on a five minute timer, for everyone in skin. Meaning only one person can make $3500 every 5 minutes. While we can do other things such as robbing, that incurs the wanted level, making airdrops pretty much worthless financially. We do them mostly as a service to the groups who rely on them for their drug racks, and as something to do when we want to relax.

Again, we're not making any significant money off it, and while it is low risk and something no one else has, airdropping is not nearly enough to set up apart. As far as the bribes as they currently work, it costs us $3000 per user, and requires there to be no police around. Often when being chased, trying to make it to base before the cops is simply not practical, and even then only UB+ can bribe using the base radio. It's good for when you're at base doing stuff, but it's difficult to handle work in Los Santos and make it to base before the cops arrive. That was why I suggested the stingers, a way to slow the arrival, give us a small window of time to escape.

A very valid point, except many of us do NOT use the Pagati vehicles. We use mostly our own personal vehicles because Pagati's vehicles are designed around being shows of cash, or for use in missions. They're not tactical vehicles, nothing we have is special.

I disagree heavily with that "if you're a hitman he can kill you" mentality. First, claiming hits is a LOW priority for us. Our first priority is ensuring groups are filled, and assisting where we can to balance the server, be it working for criminals, or assisting the police. There have been a huge number of times we have told LEOs to place hits on difficult users and handled them ourselves, or have driven for the police so they can shoot. We also have aided in doing damage to people's vehicles so that LEOs may arrest them. Our philosophy there is let the cops arrest them, so they get the score, and then we can go camp alcatraz and claim their hit when they get released. This is why we do NOT allow our members to open fire on SWAT members who are taking someone with a hit to the checkpoint. We might escort SWAT to help contain them if they escape, but usually once that escort is done, we go to alcatraz and wait.


In V10, Seniors removed Pagati as a roleplay faction, and made it the CNR criminal faction. We are not just hitmen, we have many duties to perform. We have airdrop orders, businesses to run, groups to assist, wanted levels to remove, rescues to perform (we get injured criminals out of cophunts or pickup criminals who are facing a 1 v5 situation), claim hits, help cops if the criminals are getting out of hand, and overall are trying to keep the server with a happy balance between cops and criminals. No one side should have an upper hand to us. Just as we will start a cophunt when there are too many cops, we will 100% flip sides and aid the police should the criminals start overwhelming them. In fairness, we're more of a shady corporation who does whatever is needed to balance the status quo and maintain stability. We just happen to do it through less than legal means. We're just as much here for the criminals as we are for corrupt cops wanting something done they can't do. These suggestions are based on that idea. We don't typically want to start pissing off the LEOs. In our opinion, the best course of action is to handle the needed work and escape than to start a riot. On the rare chance we do riot, it's solely because there are simply too many cops in skin and it's harming the player base by making it boring to play. The EMP is because many players like to make us chase them around the map then suicide to prevent us claiming hits. This is also why I said SWAT should also get this feature. The stinger trap is not meant to harm LEOs, it's meant to give us an escape without violence. Same with the radar jammer, it's meant to make claiming hits on trouble users easier, but it's more for simply escaping LEOs without violence. Bribes are much the same... get away from the LEOs without a fight and without going to alcatraz. The dealer and hit removal suggestions are minor improvements to go along with our current bribe system. Just small quality of life improvements to offer more services to players. We're not here to be enemies to anyone, we're here to keep the balance and support the players.

The Impossible Shank
This is a command that at first seems incredibly unfair, until you see the massive downside. First, the command /shank (id) would instantly kill anyone with a hit or any police officer if we're wanted, regardless of health or armor, but the massive downside is we would have to be RIGHT BESIDE THEM. We are talking a shorter range than even /cuff. This is something that would have to plan out way in advance to use effectively. It would also be soldier+ to use. Mostly this would be for if we know someone is about to be hit, and we're literally stabbing them in the back, or for use when players are invading our base. It's incredibly effective, but highly limited.
I completely agree with both points. PAGAT seems to lack essential features and has been compared to a mafia like system, which is quite concerning. Adding features like the "Impossible Shanks" and "Stringer Escape Trap" would greatly improve PAGAT. These additions could make the system more functional and user friendly, addressing some of its current shortcomings. Overall, such improvements would make PAGAT a much better and more reliable tool.
