So clearly, the issue isn’t just about who's banned or not.
As for the inactivity, even if we unbanned the remaining banned players (which I believe is only around five players max who are actually willing to come back), it still wouldn't help bring the server back to its former level of activity, San Andreas is an old game, and many players have moved on to newer games, every day, new games are released, and over time, people get bored or want to try something more modern and advanced.
GTA 6 is also on the way, I believe every game has its own era, and it's only a matter of time before something new comes along and people make the switch.

We need an update, not unbans.Players who were recently banned or have been a major headache for just about everyone, like @monster@, Rollen, Counselor aka Bcar, etc... should not be considered for the Global Unban.

Secondly, I say that we are trying as much as possible to give them one last chance, and I know that this is not the real reason for the server to be active again, but we are here to help each other...,
Thirdly, I think that we should at least change this rule to be banned permanently why would we do it ? This of course makes you frustrated and we can modify it and increase the length of the punishment like if someone cheated + 365 days but don't permanently because he can back and improve himself....
