You said that SWAT team puts a lot effort to catch a criminal but same obviously applies with the rest ('normal' cops / Army members). Like literally, what is the difference? (Should also mention that SWAT is a faction based on teamwork and that makes it easier for them while cops are usually going solo). As long as you manage to drag a criminal to your vehicle then I doubt a cop will be able to eject this player in order to arrest him/her. If you are talking about pre-dragging part (when you /cuff a suspect) then again, the chances a cop will come to arrest the suspect are low.
Just go for another suspect in case that happen. I faced several cases where I was chasing a criminal for a couple of minutes and when I was about to cuff him/her someone else came and 'stole' the suspect from me. And I forgot to mention, SWAT/Army members are often stealing from Cops, but who cares about that, who talks about that?
After all, all LEOs have the same goals, to either take down a criminal or send him to the jail. Instead of getting annoyed when someone 'steals' (there's no such a word for me) a suspect from you, you should better congratulate him, unless you are a score hunter. That's how it should be.
