
Cops are supposed to be stronger than criminals in a 1vs1 fight. If you want to take down a cop, you either team up with some guys or you play smartly (drugs, bike so your tires won't get popped up etc). However, no skills, no chances to survive.Just my thoughts about it. With all the respect, terrible idea.

If you want to balance the whole thing, you should come up with better ideas such as making taze's range shorter but not with letting criminals to buy a jammer just like that to prevent the usage of the LEO commands. In fact, cops should arrest. There's Army aka the Deadly Force that usually tries to kill suspects even though killing criminals as a cop is allowed but in my opinion, not necessary/preferable.
That's literally unrealistic and will make criminals too op. Cops won't be able to arrest anymore, especially high scored players who are going to buy that all the time.

Do you really think that?

Due to a loss of significant amount of players, criminals can't have as much fun because they NEED someone to chase them. Often the cops will be busy with other suspects and not them. That's why they have to cophunt in order to have fun. Therefore, criminals NEED to have some counterplay for cops. This server isn't anymore what it used to be. Deal with it. I'm sad that it happened, but these are the facts.

What do you say?
