Many time we've had newbies that couldn't understand English but others languages, and some couldn't talk to them. By having /cmates, people are able to view who are in their country and can PM them for any help they need.
Also a side suggestions I've got...
Players should be able to see people in their country even when these people are offline, but it shouldn't show on the main list. For example, lets say your country is America. You should be able to view Americans that are online/offline, incase you need help from them in any such thing.
