Where does the bug appear: Server
When did the bug appear: Today( As I logged in today and figured it out.
Describe the bug: Civilians are able to use /blowgate without even buying a c4. I conformed it with Hashish whether a civilian can use /blowgate without purchasing a c4 or not.
Currently, LEOs are only able to do that. However, the possibility of destroying the gate is quite less by civilians as i failed all the three times.
Tested it thrice and here are those screenshots :

Civilians will only be able to blow the gate if they have a C4 from now on. LEO's will be able to use /blowgate even if they don't have a C4 (but with a probability of failure). SWAT members who are carrying a SWAT bomb will be able to blow gate with 100% success (there bomb will be removed after they use the command). SWAT members who aren't carrying a SWAT bomb will have chances of success at /blowgate just like normal LEO's.
Changes to be reflected after the server is updated. Thanks for reporting the bug!
