I remember there was a rule regarding this; if you are TEMPORARY banned (no matter how long), your houses are not donatable because the temporary ban keeps you away from joining the game. So no, this wasn't the case according to your reason. And I'd like an Administrator to confirm that this rule is for everyone and not for individuals (unless the rule it's removed now).
