Also, try re-seating your RAM sticks.

If it's a CRT remove magnetic objects from your desk. If that's not the issue, then search your monitors model number on Google and research what it's refresh rate is. I know you tried playing with the refresh rate earlier, but bear with me. Well my problem caused because of vga cable. I unplugged VGA and plugged a DVI cable then it worked pretty fine.
I tried it several times, When I plug in the VGA cable my monitor will flicker.
About resolution, I'm using the (recommended) one which is 1440*900 (The best resolution my monitor can support).
Refresh rate is 75 hertz (Highest rate my monitor and GPU support).
