Criminals are not supposed to disappear just like that while being chased and then come back. That's an abuse. As long as you decide to commit a crime you should also cope with the fact that you will get killed or arrested sooner or later. Imagine every single criminal doing that, leaving while being chased, then coming back. LEOs would be rendered useless. That's not how a CnR server should work.

If someone gets reported for that and the proofs are solid, we can easily issue official warnings and possibly bans, if it happens continuously. This should be for leaving, because some times you get tazed and timeout and u get jailed, possibility of getting a warning by mistake exists.
However it's really hard to prove someone broke a rule like this (same with invalid hits etc). You need to record 24/7. As someone who always plays as a cop, I have experienced it myself a thousand times. I understand it can be very frustrating and annoying,
What we can possibly do is to implement a system like this: Players get auto-warned if they leave the server whilst cuffed/tazed and then come back within 30 minutes. First 2 times it can be just an auto-jail, then auto-jail plus a warning. Basically how anti-dm system works. But the thing is, sometimes players lag, their games crash etc, so issuing a warning to their account might not always be a good idea (supposing warnings are also issued by the server and not by an admin to judge the whole situation).
